Sports Association for Social Integration „Barka” is setting the first national Street Soccer League in Poland. This league will consist of the district hall leagues teams and street soccer teams.

 

Just like all other leagues in the world, Polish league will be the area of the players selection for the Polish representation team for the future world street soccer championships - HOMELES WORLD CUP.

 

Our association was invited to tender for the organization of the final tournament of the world championships in the years 2007/2008. As we already have some supreme achievements in this sport discipline, we would like to create such a league here in Poland – the way they function in other countries in the world.

Polish representation team in Edinburgh, Scotland, won the world vice-champions title. To popularize and create professional background for the players, we are now establishing Polish Street Soccer League (PLPNU).

The main idea of the street soccer was created by Mel Young, the initiator of the international Street Papers network. His aim was to popularize this sport and to use soccer – one of the most popular sport disciplines in the world – as an impulse to activate different communities.

Street soccer, in contrast to the commercial football, due to its rules is within the easy reach of everyone and does not require much money spending. Owing to this advantage, street soccer has become the favourite sport discipline of all those who do not have the possibilities to work out in clubs, paid sport facilities or profit from any other forms of commercial sports and games.

 

Commonness of this sport discipline affects a strong social integration of the different local communities. Often it is the only chance for the inhabitants to take active part in the city’s social life or the only possibility to become someone in the sport. For many young people, especially from the socially pathological families, it is a way of self-development and building their future in a healthy way.

 

 

Sports Association for Social Integration „Barka”, willing to integrate in this way the youth of Poznań, Wielkopolska and a whole country, is looking for the partners to realize the Polish Street Soccer League project.
We want to give the young people a free chance to play soccer in a professionally managed league.
Anyone of them who will create a team in his neighbourhood can take part in our league. Such team will also have an opportunity to take part in all the tournaments organized by the PLPNU.

 

The main idea and a basic aim of this league is to widely integrate the youth communities. We want to give the real chance of self-development and personal satisfaction to those who cannot see a perspective for a change. Moreover, we want to give them the possibility to represent Poland during Street Soccer World Championships.

 

Having  full and active support of the Polish Football Association (PZPN), the Wielkopolska Football Association and a personal recommendation of the PZPN Chairman for all our activities, we are looking for the institutions or persons who could provide us with any help to fulfill this idea.

All the people of great heart, who are strongly interested in the future of the Polish youth, are most welcome to contact us.

Initial Program of the Polish Street Soccer League Inauguration

The first season of the Polish Street Soccer League will be opened just after the press conference.

 

It will start with a show street soccer match. After the official part of the opening ceremony, all the League teams will be presented with the documents necessary to familiarize with the PLPNU regulations and a list of the matches that will be played during the league’s season.

 The concert of the Acetoholix will be the next part of the opening ceremony. The group is now plugging their latest “Adsum” album.

After their performance the musicians will play a show street soccer match with the players of Hetmania Poznań.

 

After this match, all others participants of the Polish Street Soccer League will have a chance to have the training matches.

POLISH STREET SOCCER LEAGUE REGULATION


1.
Participants:
All
the teams participating in Polish Street Soccer League can consist of male players only.

There can be only 4 players on the playing-field at one moment:
- 1 goalkeeper
- 3 other players (striker, sweeper, etc.)
- plus 4 reserve players (continuous players changes).
The number of players  in each team should not exceed 8.

The names of the players should be given before the first PLPNU meeting. Team application form should be given to the organizers at least 10 days before the first PLPNU meeting.

2. Match duration:
2 x 15 minutes
Break time: 2 minutes


3. Start:
The match starts when the judge brings the ball onto the playing-field. The team scoring the goal takes over the ball, and the goalkeeper has the right to catch the ball after the judge’s whistle.

4. Goalkeeper’s rules:
a) goalkeeper cannot score a goal
b) goalkeeper cannot walk out of the penalty area
c) goalkeeper does not have a right to keep the ball in the penalty area longer than it is necessary
d) goalkeeper cannot touch the ball when he receives it from the back return from the player of his team. If he touches it, his team will be penalized.


5. Penalty area’s rules:
a) it is forbidden to walk into the penalty area

b) If the player of the saving team walks into the penalty area, the other team will be given a penalty.
c) If the player of the attacking team walks into the penalty area, the other team will be given a free kick.

6. Penalizing rules:
 

Opposition is penalized when:

a) the player of the saving team walks into the penalty area
b) when the team will pass the ball directly to its goalkeeper three times in the row to play for time (without this the player from the attacking team could touch the ball)
c) when the goalkeeper keeps the ball longer than it is necessary in his penalty area (playing for time)
d) when the goalkeeper touches the ball after receiving it from the back return from the player of his team
e) penalty points are awarded for:
- foul play in front of the goal.

 

7. Outs and free kicks rules:
a) All the free kicks must be done indirectly. All the players from the opposition must stand at least 2 meters from the ball.


The judge will award the free kicks:
a) in case of all fouls except those attacks which are penalized
b) when the ball is out it must be manually rolled in back on the playing field, in the same way as the ball came out. All the players must stand 2 meters from the ball then.
c)  when the ball is out on the goal sides:
- because of the attacking team: the goalkeeper receives the ball and kicks it or throws it right back
- because of the saving team: the attacking team player manually rolls the ball back from the playing field’s corner. All the opposition players must stand at least two meters from the ball.


8. Fouls:
 

For unfair playing or frequent fouling, the judge can award:


a) blue card (exclusion time: 2 minutes). For not adhering to the rules, the player can be excluded from the match for two minutes and his team must play with one player missing. Goals scored by the opposition do not exempt the penalized with the blue card player from the exclusion until the given time passes.
b) red card (match penalty): When the player neglect the rules or drastically fouls, he is excluded from the game and does not play in the remaining part  of the match. His team must play with one player less till the end of the match. The player penalized with the red card is forbidden to take part in his team’s next match.


9. Team
tournament exclusion :
If the rules are deliberately broken (drastical fouls, deliberate fouls,
impermissible behavior on the playing field, especially towards the judge, audience or other players), then one player or all team players can be excluded from the match or from the League participation.

If all team is excluded from the tournament, all played or planned matches are changed for 0:3. 

9. Tournament scoring:
The winner is scored 3 points. A losing team is scored 0 points. If there is a tie in a game, the final result is settled by the penalty kicks. In such case, the winner is scored three points and a losing team is scored one point.


10.

Playing field size: 20 (length) x 14 (width) meters
Goal size: 4 sq.m. x 1,30 m high,
depth circa 1 m
Green: 4 meters radius semicircle, green

Playing field border: 1,10 m
Net:
height– 3 meters, placed behind the goals

Judge: highchair for judges, outside the playing field (like in tennis matches)
Players’ place: 2 benches on the longer side of the playing field
Ball size: 5th size

POLISH STREET SOCCER LEAGUE TOURNAMENT REGULATION


1. The organizer of the Polish Street Soccer League tournament is
Sports Association for Social Integration „Barka”.


2. All the matches will be played in the buildings belonging to the
Sports Association for Social Integration „Barka”.

3. The main purposes of the Polish Street Soccer League tournaments are the integration of different social communities and improvement of the street soccer players’ skills.

4. The organizer guarantees to provide:

- playing field proper preparation
- playing field area security
- Polish Street Soccer League insurance
- all the equipment required for league matches execution
- ambulatory help and first-aid station
-
appropriate number of the judges with the required qualifications
- all the league players with the sanitary room with showers.

5. PLPNU matches will be played on each Sunday, except the days indicated by the Organizer.

- the schedule of the following matches will be sent before next match to each member team at least 7 days in advance by the Organizer.

-    In case of emergency and inability to participate in the next match, the team is obliged to inform the Organizer at least 5 days in advance before the following match date. Final acceptance of this notification is the Organizer right.

-   In case of lack of such a notification, the absent team loses the match 0:3 (walk-over).

6. During PLPNU matches the Street Soccer rules and regulations are in force. The duration of matches in PLPNU is twice 15 minutes with a two-minute break.


7. Break between each match during one meeting is maximum 15 minutes. The final decision of starting the match is made by the judge appointed by the Organizer.

8. During each match, reserve players of the playing teams and their coaches can stay near the playing field borders. All other players and other people should stay far enough to not impede the game.


9. It is prohibited to play soccer outside the playing field during the PLPNU match.

10. It is prohibited to drink alcohol during the PLPNU match.


- The Organizer has the right to remove any person
in a state of intoxication from the PLPNU playing field area.
- In such case, the Organizer has the right to apply sanctions on the team connected with intoxicated person. The sanction is: league points deduction or team tournament exclusion.

11. The organizer will submit full score and results information and any other essential data on the scoreboard in the playing field.

12. The Organizer has the right to place banners, advertisements, etc. supporting PLPNU on its own buildings in cooperation with the potential sponsors.

13. The teams are obliged to apply for the participation in the Polish Street Soccer League at least 10 days before the tournament start.
Each team is obliged to present the list of team players during the first League match . All staff changes must be reported to the Organizer at least 7 days in adnance before the next match.


14. The Organizer will support best PLPNU players in promoting their participation in other prestigious tournaments.


15. The Organizer is obliged to inform in writing all PLPNU member teams about any changes in this regulation at least 14 days before the changes will come into force.
